A circle \(C_1\), with centre \(C\) and radius \(r\) units, has equation \(x^2+y^2-4x+8y-16=0\).

  1. Find the coordinates of \(C\) and the value of \(r\).[3]
  2. A circle \(C_2\) is the reflection of the circle \(C_1\) in the line \(y=3\). Find the equation of the reflected circle \(C_2\) and justify with reasons whether circles \(C_1\) and \(C_2\) intersect each other at 2 points, touch each other at 1 point or do not touch each other.[4]
