Raju is the star player of his school’s basketball team. He claims that on average he would score $21$ points per game. Raju’s career score is normally distributed with a standard deviation of $7$ points. A sample of $15$ sets of Raju’s games are collated and it is found that the mean sample score is $18.3$ points.

At $10$% level of significance, test whether Raju has overstated his claim.
